Participant in a Seminar on public and foreign debt managementorganized by SETYM International, Montréal (August 1997).- Presentations on the macroeconomic perspective of government spending and public investment, particularly regarding the nature, the role and the effects of government expenditures, the determination of interest rates, the mechanisms of international arbitrage, and the issues pertaining to the financing of public investment. This Seminar was offered to high officials from the Treasury Department of Rwanda, and the Ministère du Plan of Madagascar.
Consultant to the Central Bank of Madagascar- Presentations on the macroeconomic perspective of public and foreign debt management, particularly regarding the determination of interest rates, the mechanisms of international arbitrage, and indicators of public and foreign indebtedness. This Seminar was offered to high officials from Guinea's Central Bank, Énergie Électrique de Guinée, the Treasury Deparment of Madagascar, and the Ministère du Plan of Madagascar.
Consulting mission at the Central Bank of Madagascar, under the Financial Institutions Development Technical Assistance Project (FIDTAP), with SETYM International, financed by the World Bank. Antananarivo, Madagascar. (January 1996).
Participant in a Seminar in applied monetary macroeconomics, under the Financial Institutions Development Technical Assistance Project (FIDTAP), with SETYM International and the Bank of Canada, financed by the World Bank. Montréal and Ottawa. (January-February 1997).- This mission was conducted under the Financial Institutions Development Technical Assistance Project (FIDTAP) financed by the World Bank. This project's objective is to facilitate investment and growth in the productive sectors by improving the financial system and, with respect to the Central Bank, aims at improving its ability to formulate and to execute more effectively its monetary policy.
- The mission focused on the organizational and functioning aspects of the Central Bank, particularly regarding its primary functions. At the CBM, these functions are currently the responsibilities of a Research Department, a Credit Department, a Foreign Services and External Debt Department and a Financial Operations Department. In particular, the existing working of the Central Bank lacked cooperation, coordination and structure to exchange relevant information between departments. No interface existed to determine the realistic objectives and means to conduct monetary policy and to follow up adequately on the work in progress. The Bank's research capacity needed also to be strengthened.
- Recommendations were made to restructure the roles of, and interactions between the primary Departments. The report also highlighted anchor points of economic theory and practice to help these Departments in identifying their mission and useful research paths and in pursuing relevant projects. Finally, recommendations were made regarding the Central Bank's needs in economic and econometric training.
- During the World Bank's mid-term review of the FIDTAP in February 1996, the World Bank and the Central Bank have announced their agreement in principle with the report's recommendations, as well as their intention to concretize most of them in 1996 and in 1997.
Follow-up mission to the Central Bank of Madagascar under the Financial Institutions Development Technical Assistance Project (FIDTAP), with SETYM International, financed by the World Bank. Antananarivo Madagascar (April - May 1997).- This seminar was offered to 5 economists of high level positions from the Central Bank of Madagascar. This participation involved the drafting of the seminar outline and the review and teaching of concepts in macroeconomics, monetary theory and econometrics. Other participants in this seminar were Dr. Bouchra M'Zali (professor in finance, UQAM), Chantal Dupasquier (Research Department, Bank of Canada), and many other economists from the Bank of Canada.
Consulting mission to the Central Bank of Madagascar: , with SETYM International, financed by the Central Bank of Madagascar.- This mission aimed at completing the training undertaken in Montréal, at participating in the concretization of the recommendations formulated in January 1996, as well as at discussing the making and the conduct of monetary policy in Madagascar.
- This mission builds on the previous missions that I have conducted for the Central Bank of Madagascar, in the the follow up of the World Bank's FIDTAP. Participation in the preparation of the Reference Document on Monetary Policy for the Central Bank of Madagascar. This Reference Document pertains to the development and the conduct of monetary policy in Madagascar. This mission included a 2 week visit in July/August 1999, episodic consulting by internet, and an up-coming 1 week visit in the Spring 2000.

Part-time liaison with the Department of Economics - Public Relations Office, University of Rochester (Spring and Summer 1986).Following the February 1993 Federal Budget, the terms of reference of this comittee pertained to the supervision of the revision of regulatory activities in the Canadian agro-food industry, and to the formulation of recommendations to the relevant Ministers and Deputy Ministers. The process aimed at improving the competitiveness of this industry.
